Russian ministry warns of high risks to Russian gas deliveries to Europe

Russia's energy minister Alexander Novak Friday warned of a high risk of disruptions to deliveries of Russian gas to Europe in the upcoming winter season as Ukraine may start siphoning off gas from transit pipeline for its own needs.

"There is a high risk that Ukraine will be illegally taking gas destined for Europe for its own needs," Novak told reporters after bilateral talks with the EU energy commissioner Gunther Oettinger in Moscow.

Ukraine needs to pump an additional 10 billion cubic meters into its underground storage facilities in order to avoid major disruptions, Novak said.

As Ukraine seems to be in no position to do so, it may see up to 220 million cu m/day shortages amid high demand season, Novak estimated.

During the talks Friday, Novak and Oettinger discussed conditions under which gas supplies to Ukraine might be resumed and stable deliveries to Europe ensured.

Gazprom halted gas deliveries to Ukraine in mid-June as Kiev had refused to repay its outstanding $5.3 billion debt for already supplied gas, demanding Russia revise the gas price down.
