As the substitutes of conventional natural gas, shale gas has been approved by the State Council to list as the 172nd mineral since the end of 2011 and appeared in government work report during the NPC and CPPCC in 2012. On 16 March 2012, with the announcement of Shale Gas Development Plan (2011-2015), shale gas attracted wide attention.
