Vietnam to implement nationwide use of E5/E10 biofuels starting June 2026.
The Vietnamese government recently announced that starting from June 1, 2026, E5 and E10 biofuels will be officially implemented nationwide. As a key measure in Vietnam's energy transition roadmap, this initiative aims to promote sustainable development and advance environmental protection. The authorities stated that the core conditions for implementing this policy—including the legal foundation, technical infrastructure, and corporate support—are largely in place.
At a specialized conference on fuel supply and management led by the Ministry of Industry and Trade, representatives from the Ministry of Science and Technology revealed that all necessary preparations for the timely introduction of E10 fuel have been completed. The market supply side is also ready: PetroVietnam has largely completed the upgrading of related facilities, and Bình Minh Petroleum Company has mostly met the technical standards for supplying E5 and E10 biofuels, ensuring stable market supply and product quality compliance.
The Vietnamese government also acknowledged that there are still shortcomings in the current biofuel implementation efforts, particularly in the development of standards and technical regulations. The construction of storage facilities in the petroleum industry and the refined management of infrastructure remain key areas for improvement. To strengthen the institutional foundation for policy implementation, Vietnam is accelerating the improvement of relevant legal frameworks: The drafting of the new Law on Product Quality requires enhanced coordination among ministries and local authorities to regulate the fuel market order and ensure market stability, transparency, and safety. Regular inspections and ongoing supervision of the fuel market will also be prioritized. Additionally, the newly revised Petroleum Trading Decree has entered the final stage of public consultation and is nearing completion of key pre-legislative preparations.
