National Development and Reform Commission Notice on Ensuring Supply and Price Stability of Fertilizers for Spring Plowing in 2026 and Throughout the Year

In 2025, thanks to the joint efforts of all relevant parties, the demand for agricultural fertilizers was effectively met. After consulting with the Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Ecology and Environment, Ministry of Transport, Ministry of Agriculture and Rural Affairs, Ministry of Commerce, State-owned Assets Supervision and Administration Commission of the State Council, General Administration of Customs, State Administration for Market Regulation, China Securities Regulatory Commission, Cyberspace Administration of China, and All-China Federation of Supply and Marketing Cooperatives, the following notice is issued regarding the work of ensuring supply and price stability of fertilizers for spring plowing in 2026 and throughout the year.

I. Ensure the Supply of Raw Materials for Fertilizer Production and Stabilize Fertilizer Manufacturing

Provincial Development and Reform Commissions shall actively cooperate with the competent departments of industry and information technology to oversee fertilizer production, coordinate the supply of raw materials, and urge relevant enterprises to implement the minimum production plans as required, especially during critical periods such as winter storage and spring plowing. They shall report production status as required; coordinate with environmental authorities to allow fertilizer producers with environmental performance ratings A and B to implement autonomous emission reductions during heavy pollution weather emergency response periods; promote stable production of phosphate rock and maintain reasonable price levels; support relevant phosphate fertilizer producers in accelerating the construction of phosphogypsum-to-sulfuric acid projects. Encourage domestic sulfur to be prioritized for direct supply to domestic phosphate fertilizer producers; phosphate fertilizer producers shall actively supply the domestic market, particularly by strengthening production and supply during the spring plowing period. The Sulfuric Acid Association and Phosphate and Compound Fertilizer Association shall jointly organize the coordination of sulfuric acid production and sales between sulfuric acid and phosphate fertilizer producers to stabilize upstream and downstream purchasing relationships.

II. Facilitate Smooth Fertilizer Circulation and Reduce Agricultural Fertilizer Costs

Provincial Development and Reform Commissions shall work with transport authorities to ensure smooth waterway and road transportation of fertilizers and raw materials; leverage the role of key agricultural input distribution corridors to promote smooth circulation of fertilizers and raw materials; guide major agricultural input distributors to increase the proportion of direct sales to end-users of fertilizers. Railways shall strictly implement preferential freight rates for agricultural fertilizers, enhance transport capacity to meet large-scale cross-regional transfer needs between production and sales areas, especially during winter storage and spring plowing, and ensure sufficient transport capacity for phosphate fertilizers from south to north and potash fertilizers from west to east. Relevant chambers of commerce and associations shall fully utilize the national agricultural input supply platform, guide key fertilizer producers and distributors to actively use public service platforms such as the National Cotton Exchange Market for production-sales对接 and information registration, and encourage enterprises to sell fertilizers at reasonable prices in a timely manner, particularly to meet the fertilizer demand in remote markets such as Northeast and Northwest China.

III. Strengthen Fertilizer Reserve Management and Effectively Utilize Reserve Functions

Provincial Development and Reform Commissions shall work with relevant parties to conduct supervision and verification of fertilizer reserves, urge reserve enterprises to fulfill reserve tasks as required, and promptly coordinate to resolve difficulties faced by reserve enterprises in organizing reserve supplies, transportation, and funding loans; enhance coordination between different levels of fertilizer reserves to improve complementarity in reserve scale,品种, and timing. The Agricultural Development Bank shall leverage its role as a policy bank to increase comprehensive financial service support for fertilizer reserve operations and related storage facility construction. Zhengzhou Commodity Exchange shall continue to optimize the "Worry-Free Commercial Reserve" business and actively provide professional services to stabilize agricultural input prices. The China Agricultural Means of Production Distribution Association shall continuously improve the functionality of the National Fertilizer Commercial Reserve Data Management Platform to enhance the convenience of reserve information registration and management.

IV. Strengthen Fertilizer Import and Export Service Management and Ensure Import Security

Provincial Development and Reform Commissions shall work with relevant parties to supervise and guide fertilizer producers and distributors within their jurisdictions to comply with fertilizer trade regulations; support the construction of storage and transportation facilities for fertilizers and raw materials at ports to improve port handling and transfer efficiency; coordinate to ensure priority berthing and unloading for vessels importing potash fertilizers and raw materials such as phosphate rock and sulfur. Encourage key potash fertilizer importers to expand and optimize potash import channels. Encourage qualified enterprises to increase sulfur imports as appropriate, maintaining reasonable inventory levels to stabilize domestic supply. Encourage relevant enterprises to optimize the品种 and timing of fertilizer imports based on agricultural needs. The Minmetals Chamber of Commerce shall provide service guidance for potash fertilizer importers.

V. Strengthen Fertilizer Market Supervision and Maintain Good Market Order

Provincial Development and Reform Commissions shall support relevant parties in intensifying efforts to combat counterfeit fertilizers, actively leveraging the role of grassroots organizations such as village committees and grassroots workers like stationed cadres to promptly identify and crack down on illegal activities in the fertilizer sector. Zhengzhou Commodity Exchange shall strengthen穿透式监管 of urea futures, improve the delivery system, optimize delivery布局, and better serve the real economy. Encourage key fertilizer distributors to proactively undertake social responsibilities for ensuring supply and price stability, and to抵制假冒伪劣商品. Relevant chambers of commerce and associations shall strengthen the release of fertilizer supply-demand and price information, promptly clarify false market information; improve the registration system for social responsibility fulfillment in the fertilizer sector and enhance the application of related information. Encourage all sectors of society to strengthen supervision and actively report issues affecting fertilizer market stability.

VI. Promote Scientific Fertilization and Improve Fertilizer Use Efficiency

Provincial Development and Reform Commissions shall support agricultural and rural authorities in strengthening the dissemination of scientific fertilization knowledge and technical guidance; integrate and promote new technologies, products, and machinery that meet scientific fertilization requirements; encourage soil testing and formula fertilization, and increased use of organic fertilizers. Key fertilizer distributors shall actively carry out agricultural socialized services such as unified testing and配方, smart fertilization, and produce and promote fertilizers like ammonium sulfate and low-concentration diammonium phosphate according to local conditions, taking practical actions to reduce costs and increase efficiency in agricultural fertilizer use.

All units must fully recognize the importance of ensuring fertilizer supply and price stability for protecting farmers' enthusiasm for grain planting and ensuring national food security, and promptly organize, deploy, and implement relevant tasks. Provincial Development and Reform Commissions shall take the lead in ensuring fertilizer supply and price stability in their regions, working with relevant units to coordinate and resolve issues in the production, transportation, reserve, sales, and application of fertilizers.
