The Ministry of Industry and Information Technology, along with five other departments, jointly issued the "Guiding Opinions on Promoting the Comprehensive Utilization of Photovoltaic Modules." The document focuses on the efficient utilization of resources throughout the entire lifecycle of photovoltaic modules, promoting the high-purity extraction and green recycling of valuable components to comprehensively enhance the industry's recycling standards.

The opinions explicitly outline several technological and industrial directions:

· Prioritize the extraction of silver from the metal grid lines of crystalline silicon cells, encourage the use of non-acidic/weakly acidic solvents for silver leaching, simultaneously advance the recycling of acid-based silver extraction reagents, improve acid solution reuse rates, and research fine purification processes for low-silver modules.

· Support the recovery of metals such as copper, lead, and tin from solder ribbons and busbars; implement graded and quality-based utilization of silicon elements, aligning with the needs of polysilicon, aluminum-silicon alloy, and silicone enterprises, and enhance the purity of recycled silicon materials through wet and pyrometallurgical processes.

· Accelerate the development of low-cost extraction technologies for low-value components such as glass, encapsulant films, and backsheets, and promote the high-value utilization of all components.

· Encourage comprehensive utilization enterprises to adopt advanced process equipment to reduce the environmental impact of disassembly and recycling processes, and build a green, low-carbon photovoltaic recycling system.
