India issues final anti-dumping ruling on linear low-density polyethylene from six countries including Kuwait
On June 25, 2026, the Indian Ministry of Commerce and Industry issued an announcement, making a negative final determination on anti-dumping duties regarding Linear Low-Density Polyethylene (LLDPE) originating from or imported from Kuwait, Oman, and Qatar, and terminating the anti-dumping investigations against the aforementioned countries; it made a positive final determination on anti-dumping duties regarding Linear Low-Density Polyethylene originating from or imported from Saudi Arabia, the UAE, and Malaysia, and recommended the imposition of anti-dumping duties for a period of 5 years, specifically as follows: Saudi Arabia: USD 75-225/ton, among which producers Al-Jubail Petrochemical Company (“KEMYA”), Arabian Petrochemical Company (“Petrokemya”), Eastern Petrochemical Company (“Sharq”), Jubail United Petrochemical Company (“United”), Rabigh Refinery And Petrochemical Company, Sadara Chemical Company, and Yanbu National Petrochemical Company (“Yansab”) are all USD 75/ton, while other Saudi Arabian producers are USD 225/ton; UAE: USD 41-94/ton; Malaysian producers: USD 368/ton. The Indian customs codes for the products involved are 39011010 and 39014010.
On June 30, 2025, the Indian Ministry of Commerce and Industry issued an announcement stating that, in response to an application submitted by the Indian domestic industry association the Chemicals and Petrochemicals Association of India, it initiated an anti-dumping investigation into Linear Low-Density Polyethylene originating from or imported from Kuwait, Malaysia, Oman, Qatar, Saudi Arabia, and the UAE. The dumping investigation period for the case is from January 1, 2024 to December 31, 2024 (12 months), and the injury investigation period covers 2021 to 2022, 2022 to 2023, 2023 to 2024, and January 1, 2024 to December 31, 2024.
