Yulin Coal Chemical Plant full plant shutdown for 23-day major overhaul

On July 6, the 2026 comprehensive overhaul of facilities at Yulin Coal Chemical Headquarters officially commenced. Simultaneously, the company initiated a series of preliminary safety procedures, including post-shutdown processing, medium displacement, and equipment isolation. This overhaul aims to eliminate hidden operational hazards, ensure the stable and continuous production of subsequent facilities, and consolidate the foundation of safety production at the plant.

Following months of coordinated preparation, all preliminary support work for this overhaul has been fully implemented: the complete set of maintenance plans has been formulated and reviewed, and all types of spare parts have been stocked in full; safety disclosure materials for all personnel are complete, and specialized training for all inspection participants has been finished; construction machinery and safety protection materials have been allocated, and the overhaul organizational structure, personnel division of labor, and emergency response system have been established, fully meeting the conditions to start work.

The planned shutdown and maintenance of the entire plant's facilities is scheduled for 23 days. The overall project involves a significant workload and covers the entire production process, with a large number of external construction units participating. A total of 1,016 maintenance items have been identified, categorized into 521 process maintenance items, 247 equipment maintenance items, and 248 electrical and instrument maintenance items, along with 12 key plant-controlled special maintenance projects. This maintenance focuses on the comprehensive inspection of special equipment throughout the plant and the tie-in modification of pipelines for new and old projects. Key activities include the maintenance of the acetic acid reactor, the maintenance of the methanol synthesis gas compressor, and the replacement of 30 pressure vessels, while simultaneously completing defect identification and hazard rectification for all equipment and pipelines.

To ensure the safe, efficient, and high-quality progress of the overhaul, the company issued the "2026 Facility Overhaul HSE Control Plan." This plan strengthens safety and environmental supervision throughout the overhaul cycle, clarifies safety responsibilities at all levels, standardizes processes for high-risk operations such as hot work and confined space entry, and reduces on-site operational risks. Concurrently, a special overhaul command center was established, and supporting management measures were issued. The "One Contract, Four Guarantees" management mechanism has been implemented—contracting maintenance tasks while guaranteeing safety, progress, quality, and controllable budget.

On-site management strictly enforces personnel attendance, work permits, and standardized management of external contracting teams. A daily overhaul coordination meeting is held at 15:00 to review issues of the day and deploy construction plans for the next day. Additionally, a complementary reward and penalty assessment mechanism has been improved to consolidate safety and quality control responsibilities and motivate the inspection personnel.

Currently, the annual overhaul at Yulin Coal Chemical Headquarters is in full swing. All personnel are strictly adhering to the twelve-character maintenance guideline of "Shutdown Thoroughly, Repair Completely, Start Up Smoothly," striving to achieve the three major goals of Zero Accidents, Zero Injuries, and Zero Pollution, and making every effort to complete all maintenance tasks steadily while avoiding various safety, quality, and environmental risks.
