On the evening of July 7, Jinpu Titanium Industry (SZ000545, stock price 2.65 yuan) with a market value of 2.615 billion yuan disclosed a major negative announcement, the company's former Vice Chairman and General Manager, Peng Anzheng, was criminally detained on suspicion of the crime of polluting the environment. This case is related to an old case involving the illegal storage of solid waste by the company's wholly-owned subsidiary, Nanjing Titanium Dioxide Chemical Co., Ltd. The case was transferred to the Yizheng City People's Procuratorate for review and prosecution as early as the end of March 2026, and now accountability has been implemented, marking significant progress.

It is reported that 62-year-old Peng Anzheng is a key figure in Jinpu Titanium Industry's transformation and development and a senior expert in the titanium dioxide industry. Official sources once introduced her as being proficient in titanium dioxide production processes and environmental governance work.

· In 2013, Jinpu Titanium Industry completed an asset restructuring, transforming its main business from chemical pharmaceuticals to the production and sales of titanium dioxide. The core injected asset was Nanjing Titanium Dioxide. Peng Anzheng also joined the company in the same year, serving as a director and general manager.

·  From June 2016 to September 2024, she concurrently served as the legal representative of Nanjing Titanium Dioxide, presiding over the core operations of the involved subsidiary throughout the process.

·  In May 2024, she resigned from the position of general manager and transferred to the position of vice chairman. In August of the same year, she left the post due to personal reasons and is currently no longer employed by the company.

The involvement in this case stems from the solid waste storage issue of Nanjing Titanium Dioxide at Fangniushan, Guanshan Village, Qingshan Town, Yizheng, Jiangsu. In August 2025, the public reported via the People's Daily Online message board that a large amount of titanium gypsum industrial solid waste produced by Nanjing Titanium Dioxide was piled up on the local mountain. This batch of solid waste had been piled up for more than ten years, posing major environmental hazards. The local government immediately initiated a third-party site investigation and testing. The Yizheng Ecology and Environment Bureau reported the case and initiated recovery claims against the involved enterprises. In addition to Peng Anzheng being criminally detained, one executive from the headquarters of Jinpu Titanium Industry and one from Nanjing Titanium Dioxide have gone to public security organs to assist in the investigation. The company responded that current production and operations are temporarily maintaining normalcy.

Performance Collapse: Four consecutive years of losses, 2025 loss approaches 500 million

Behind the turmoil of the involved executives is Jinpu Titanium Industry's continuously deteriorating operational dilemma.

Data shows that the company has suffered losses for four consecutive years since 2022, with the downturn intensifying year by year. In 2022 and 2023, the company's losses both exceeded 100 million yuan. In 2024, the net loss attributable to shareholders was 244 million yuan. In 2025, performance deteriorated significantly, with full-year revenue of 1.572 billion yuan, a year-on-year decline of 26.31%, and the net loss attributable to shareholders soaring to 494 million yuan.

In 2026, the company's operations did not pick up. First-quarter revenue was 293 million yuan, a year-on-year plunge of 46.03%, with a continued net loss of 28.41 million yuan. Overall performance continued to decline, corporate profitability completely fell into a slump, and no inflection point for recovery has appeared yet.

Crisis Superposition: High overdue debt, controlling shareholder's equity fully frozen

Long-term losses combined with tight cash flow have caused a sharp increase in the company's debt pressure. As of the end of 2025, the company and its subsidiaries had overdue accounts payable of 370 million yuan, accounting for 41.22% of the net assets audited for the period. The company stated bluntly that if the debt problem cannot be resolved, it will face risks such as supplier lawsuits, disruption of raw material supply, and production stoppages.

At the same time, the capital chain crisis of the controlling shareholder has also emerged. As of the end of 2025, the 14.73% of the shares of the listed company held by Jinpu Investment Holding Group have all been pledged, judicially frozen, and marked, exposing equity risks comprehensively. With the superposition of multiple negative factors such as environmental accountability, huge losses, and crushing debt, Jinpu Titanium Industry faces significant pressure in its subsequent operations and capital markets.
