On July 3, 2026, the General Office of the Ministry of Industry and Information Technology issued the "Notice on Announcing the List of Shortlisted Units for the Open Competition for Selecting the Best Candidates to Tackle Key Fine Chemical Product Innovation Tasks" (MIIT Raw Letter [2026] No. 303), officially announcing the shortlisted entities for the 2025 fine chemical key product innovation tasks.

This list covers three major tracks: intermediate raw materials, key materials, and critical equipment. A large number of A-share and Hong Kong stock listed leading companies and national-level fluorine chemical research institutes have been selected as leading units. They will focus on tackling the localization of strategic new materials such as fluororubber and fluorinated ether lubricants, supported by the implementation of multiple support mechanisms including investment and financing, land use and energy consumption, and policy evaluation.

Policy Background and Core Support Mechanisms

This open competition work is carried out in accordance with the "Notice of the General Office of the Ministry of Industry and Information Technology on Organizing the 2025 Open Competition for Selecting the Best Candidates to Tackle Key Fine Chemical Product Innovation Tasks" (MIIT Raw Letter [2025] No. 445). The shortlisted enterprises were determined through local recommendations, comprehensive reviews, and public online announcements, with three clear supporting guarantee measures:

1. Full-cycle investment and financing support and gradient cultivation: The MIIT relies on the National Industrial and Financial Cooperation Platform to provide dedicated investment and financing docking for shortlisted projects, and shortlisted enterprises are prioritized for inclusion in the gradient cultivation database for high-quality manufacturing enterprises;

2. Local resource tilt to guarantee research and development: Industry and information technology departments of various provinces and cities report project progress annually. They prioritize the allocation of land use, energy consumption, and pollution discharge indicators to the selected units, and issue special supporting policies for pilot testing, application verification, and market promotion;

3. 3-year R&D cycle + special incentives for winning units: All R&D tasks must be completed within 3 years from the date of the list announcement. The MIIT entrusts professional institutions to conduct unified evaluations. For each product category, no more than 2 winning units will be selected. The market introduction of high-end fine chemical products will be accelerated through the insurance compensation policies for the first batch of new materials and the first set of equipment.

3. Critical equipment: Covering high-end specialized production equipment for fine chemicals, such as special reactors, polymerization kettles, and purification equipment.

Among them, the leading enterprises in the two strategic fluorine material tracks of high- and low-temperature resistant fluorine-sealing rubber and fluorinated ether lubricants are all industry leaders and core industrial entities under listed platforms, making them the core highlights of this list.

(I) Leading Units for High- and Low-Temperature Resistant Fluorine-Sealing Rubber

1. Zhonghao Chenguang Chemical Research Institute Co., Ltd.

A subsidiary of A-share listed company Haohua Technology (600378), formerly a research institute directly under the Ministry of Chemical Industry. It is a leader in the domestic organic fluorine material entire industry chain, possessing complete capabilities in fluororubber R&D, pilot testing, and mass production.
