$6.2 billion investment secured! UAE offshore gas cap project to commence production in 2030

On July 21, the Abu Dhabi National Oil Company (ADNOC) announced a final investment decision to invest $6.2 billion in the development of the Umm Shaif gas cap project offshore the UAE. Partnering with multinational energy giants, the company aims to expand domestic natural gas production capacity and strengthen regional energy supply resilience.

Joint Development by Multinational Giants, Deep Participation by Chinese Enterprises

This large-scale gas field project brings together top international energy forces, with the cooperation lineup including France's TotalEnergies, Italy's Eni Group, and PetroChina. The total investment for the project is $6.2 billion. The core engineering adopts an EPC general contracting model, comprising three large-scale offshore infrastructure construction contract packages with a total value of $5.1 billion.

Supporting drilling engineering is being implemented simultaneously. ADNOC's drilling company will undertake a $365 million drilling order, planning to drill 14 oil and gas wells. Relying on three existing rigs, the plan is to complete all drilling construction tasks within 18 months to ensure the project's construction progress.

Production and Efficiency Increase by 2030, Significantly Boosting Domestic Gas Supply Capacity

According to the project plan, the gas cap project will officially commence production in 2030. Upon production, it will achieve a daily natural gas output of over 600 million standard cubic feet and simultaneously produce associated condensate. The project capacity is considerable, accounting for approximately 10% of the UAE's current average daily natural gas consumption. It will effectively fill the domestic gas supply gap and consolidate the foundation for domestic energy self-sufficiency.

Suhail Al Mazrouei, UAE Minister of Industry and Advanced Technology and ADNOC Group CEO, stated that this investment is a key implementation measure of the UAE's Integrated Gas Strategy, aimed at fully unlocking the country's rich natural gas resources. Meanwhile, the project will continue to expand the UAE's liquefied natural gas export capacity, consolidate its position as a global LNG supplier, and meet the continuously growing international demand for natural gas.

Hedging Regional Energy Risks, Filling Production Capacity Gaps

This large-scale natural gas project investment precisely hedges against energy supply uncertainties in the Gulf region. Affected by regional conflicts, the stability of the energy transport channel in the Strait of Hormuz is under pressure. Additionally, the Habshan gas processing plant, a core facility in Abu Dhabi, was attacked and damaged, delaying capacity recovery until 2027, placing phased pressure on the UAE's natural gas supply.

Against this backdrop, ADNOC is accelerating the development of offshore gas fields. By adding high-quality natural gas production capacity, it effectively hedges against existing production disturbances and geopolitical shipping risks, stabilizes the domestic gas supply and export system, and further strengthens the UAE's core competitiveness in the Middle East natural gas market.
