Xinjiang Tianyun Chemical to Implement 1.823 Billion Yuan Ammonia Technical Renovation, Initiates EIA Publicity
On July 31, 2026, the Xinjiang Ecological Environmental Protection Industry Association released the First Public Announcement on Environmental Impact Assessment Public Participation for the Synthetic Ammonia and Supporting Facilities Upgrade and Renovation Project of Xinjiang Tianyun Chemical Co., Ltd.. The project is located in Laisu Industrial Park, Luntai County, Bayingolin Mongol Autonomous Prefecture, with a total investment of 182.321 million yuan, fully self-funded by the enterprise. This renovation relies on the existing factory area for implementation and does not involve additional construction land.
Data from the announcement shows that Xinjiang Tianyun Chemical's existing facilities use natural gas as raw material and have an annual production capacity of 300,000 tons of synthetic ammonia and 520,000 tons of urea. This upgrade and renovation will fully utilize existing urea units and public engineering supporting facilities, adopting advanced processes such as pulverized coal pressurized gasification combined with oxygen-enriched heat exchange natural gas conversion. Upon completion of the renovation, the production capacity of the enterprise's synthetic ammonia and urea products will remain unchanged from the original scale.
The project completed filing as early as January 20, 2025, with the filing number 2501-652822-07-02-403491. On July 27, 2026, the construction unit officially commissioned Xinjiang Dingyao Engineering Consulting Co., Ltd. to undertake the preparation of the environmental impact assessment. This marks the first public disclosure of information during the project's EIA phase.
Local Special Team Follows Up Throughout to Accelerate Major Technical Renovation Implementation
As the largest technical upgrade project for the enterprise in recent years, it has received key support from the local government since the preliminary preparation stage. On September 29, 2025, multiple functional departments including the Luntai County Industrial Park Management Committee, the Development and Reform Commission, and the Commerce and Industry Bureau formed a special service team to visit the enterprise and hold a project promotion meeting, coordinating on-site to solve various problems such as land connection and policy implementation encountered during the project's advancement.
Luntai County specifically established a project promotion working group, implementing list-based management and a full-process tracking service mechanism to continuously unblock obstacles in project implementation. Zhou Zhenhong, General Manager of Xinjiang Tianyun Chemical, previously stated that the enterprise is continuously optimizing the project's technical plan and making every effort to ensure the orderly advancement of various preliminary work for the project.
Phasing Out Old Equipment and Aiming for First-Class Industry Energy Efficiency Levels
The core objective of this technical renovation is to phase out high-energy-consuming old production facilities. The project will replace synthetic ammonia old equipment that has been in service for over 30 years and introduce multiple patented equipment such as energy-saving ammonia synthesis processes and low-pressure ammonia synthesis processes.
According to information disclosed by the Publicity Department of the Luntai County Committee, the renovation plan selects domestic leading processes and high-efficiency energy-saving equipment. After the project is completed, the energy consumption per unit product of the facility will reach the Level 1 energy efficiency standard for coal-to-synthetic ammonia, placing it among the advanced ranks in the domestic industry. At the same time, the project is simultaneously laying out intelligent transformation, comprehensively improving the intrinsic safety level of facility operation through digital control means.
Enterprise Overview: An Important Fertilizer Production Base in Southern Xinjiang
Xinjiang Tianyun Chemical Co., Ltd. is located in Laisu Industrial Park, Luntai County. Construction started in 2012, and it officially went into production in 2013. It is an important synthetic ammonia and urea production enterprise in the Southern Xinjiang region. This in-situ upgrade and renovation does not expand production capacity but focuses on process optimization, energy conservation and carbon reduction, and safety improvement. It aligns with the policy orientation of energy-saving renovation and green transformation in the synthetic ammonia industry, which is conducive to enhancing the long-term production and operation stability and market competitiveness of the enterprise.
