Recently, the Ministry of Agriculture of Bangladesh issued a tender for the procurement of fertilizers by private enterprises, for the procurement of Diammonium Phosphate (DAP), Triple Super Phosphate (TSP), and Standard Muriate of Potash (MOP) for the fiscal year July 2026 – June 2027. The deadline for this bid is August 18.

The tender documents show that the total volume of fertilizer procurement for this tender is 950,000 tons, with specific procurement scales for each variety: 500,000 tons of DAP, 200,000 tons of TSP, and 250,000 tons of Standard MOP.

The tender sets a single-item bid cap for private importers: a single enterprise can bid for a maximum of 40,000 tons of DAP, while the bid caps for TSP and Standard MOP for a single enterprise are both 30,000 tons.

Quotations shall uniformly adopt the CFR trade term, and the quoted price must include all costs incurred in transporting the goods to the designated warehouse.

Regarding the winning enterprises, the Ministry of Agriculture has specified performance time requirements: private winning importers must open a Letter of Credit and submit a performance bond within 7 days of receiving the winning notification; meanwhile, they must complete the shipment of goods within 45 days after the issuance of the winning notification.

The storage locations for the goods are limited to warehouses in four major areas: Chittagong, Narayanganj, Nogorbari, and Nowapara.

It is understood that the total procurement volume of this tender is consistent with the quantity of the same type of tender issued by the Ministry of Agriculture of Bangladesh on July 24 last year. According to the conventional schedule, Bangladesh usually launches private fertilizer procurement tenders before the start of the new fiscal year, but due to domestic fiscal conditions, this tender has experienced delays multiple times in recent years.
