Total investment of nearly 19.9 billion: Public announcement of the stability assessment for the 1 million ton ethane light hydrocarbon to ethylene project of Hu Petrochemical
On August 4, the People's Government of Uxin Banner, Inner Mongolia, released the "Public Notice on Social Stability Risk Assessment for the 1 Million Tons/Year Ethane Light Hydrocarbon to Ethylene Project of Hohhot Petrochemical Company," marking continued progress in the preliminary work of this large-scale petrochemical project.
This social stability risk assessment will cover both the construction and operational phases of the project. It will assess potential social stability risk events, their scope of impact, underlying causes, and possible consequences. The analysis and assessment will focus on four key dimensions: legality, rationality, feasibility, and controllability, while simultaneously soliciting relevant opinions from the public.
Project Core Overview: Million-Ton Ethane-to-Ethylene Project Lands in Ordos
The construction entity is PetroChina Company Limited Hohhot Petrochemical Branch, and the project site is located in the Tuke Industrial Project Zone of the Sulige Economic Development Zone, Uxin Banner, Ordos City, Inner Mongolia.
The core of the project is a 1 million tons/year ethylene unit. The planned construction includes a process production unit area, a utilities area, auxiliary production facilities, a storage and loading area, and a management facilities area. It also includes supporting reserved land, roads, greenery, and other complete ancillary supporting works.
The total investment of the project is approximately 19.85601 billion yuan, and the construction cycle is set from June 2027 to June 2029. Relying on the region's abundant natural gas resources, the project adopts the ethane light hydrocarbon cracking route to produce ethylene. Upon completion, it will further strengthen the petrochemical industrial chain in the Inner Mongolia region and enhance the domestic diversified supply capacity of ethylene feedstock.
Industrial Significance: Ethane Cracking Route Enriches Domestic Ethylene Supply Structure
Producing ethylene from ethane light hydrocarbons is a low-carbon cracking process, offering cost and energy advantages compared to the traditional naphtha route. The settlement of this project in the Sulige Economic Development Zone allows for the nearby utilization of ethane resources produced by local gas fields, achieving the in-situ conversion of oil and gas resources and driving the development of the downstream polyolefin industry.
The project is currently in the stage of processing preliminary procedures. The social stability risk assessment is a key prerequisite for the approval of major petrochemical projects. Subsequently, a series of approval works such as environmental impact assessment and energy assessment will be advanced in sequence. Formal construction can only commence after all procedures are completed.
