According to sources, reporters learned from the signing companies that on the evening of August 6, just one week after the State Administration for Market Regulation conducted price compliance guidance for the photovoltaic industry on July 31, eight major domestic polysilicon companies jointly signed an anti-"involution" "Initiative" in Shanghai.

The eight companies participating in the signing account for over 90% of the domestic effective polysilicon production capacity. They are Tongwei Co., Ltd., GCL Technology, Daqo New Energy, Xinte Energy, four listed companies, as well as Asia Silicon (Qinghai), Xinjiang East Hope New Energy, Qinghai Lihao Clean Energy, and Xinjiang Goens Energy Technology.

Core Commitment: Strictly prohibit sales below cost, accept supervision by regulatory authorities

The initiative explicitly states that the sales prices of all photovoltaic products by enterprises, including quotations during the bidding process, shall not be lower than the corresponding costs calculated in accordance with the group standard "General Rules for Cost Accounting Models in the Photovoltaic Industry". Once any sales behavior below full cost occurs, the enterprise must immediately stop and correct it and proactively accept supervision and inspection by market regulation departments at all levels.

At the same time, mutual supervision among enterprises will be strengthened. If any violations involving sales below cost are discovered, they must be promptly reported to the industry association and the State Administration for Market Regulation.

In addition to price constraints, each company also committed to strictly implementing new energy consumption standards, proactively phasing out high-energy-consuming and backward production capacity, and promoting the optimization of the industry's production capacity structure.
