Review initiated! Eurasian Economic Union suspends anti-dumping duties on Chinese titanium dioxide

On August 11, 2026, the Department of Internal Market Protection of the Eurasian Economic Commission issued Announcement No. 2026/500/AD38R1. Responding to an application by domestic producers of the Eurasian Economic Union, it officially initiated an anti-dumping review investigation regarding changed circumstances for titanium dioxide (titanium white) originating in China.

The announcement is effective from the date of its issuance. During the investigation period, the collection of existing anti-dumping duties on the products involved will be suspended.

The products involved in this review are defined as: pigment-grade titanium dioxide with a titanium dioxide content of ≥80% on a dry weight basis, corresponding to the Eurasian Economic Union Customs Tariff Code 3206110000; titanium dioxide used in the fields of fragrances, cosmetics, pharmaceuticals, and food is excluded.

Review of the complete course of the case:

On August 17, 2023, the Eurasian Economic Commission initiated an anti-dumping investigation into titanium dioxide produced in China for the first time.

On October 17, 2025, the Commission issued an announcement. Based on Resolution No. 96 dated October 14, 2025, it ruled to impose anti-dumping duties on Chinese titanium dioxide for a period of five years.

At the same time, the Eurasian Economic Commission reached price undertaking arrangements with 6 domestic enterprises. Export enterprises that meet the execution requirements of the price undertaking are exempt from paying anti-dumping duties. This review of changed circumstances will re-evaluate changes in the market, industry, and trade conditions, and subsequently decide whether to maintain, adjust, or terminate the existing anti-dumping measures.

Titanium dioxide, commonly known as titanium white, is the world's most important white pigment and is widely used in coatings, plastics, inks, papermaking, and other industries.

China is the world's largest producer and exporter of titanium dioxide. Overseas markets are an important channel for digesting domestic production capacity. The Eurasian Economic Union (Russia, Kazakhstan, Belarus, Kyrgyzstan, Armenia) is one of the important export regions for China's titanium white.

The suspension of taxation during this investigation period will alleviate the cost pressure on domestic enterprises exporting to the Union market in the short term, but the final result of the review remains uncertain, and the industry needs to continuously track the progress of the case.

Its export scale ranks first in the country, and products are sold in large quantities to markets such as Eurasia, Southeast Asia, the Middle East, and Latin America. Five subsidiaries of this enterprise are price undertaking enterprises recognized by the Eurasian Economic Commission, making it one of the core respondents in this trade case.

2. Titanium Energy Chemical (formerly CNNC Titanium Dioxide)

The second-largest domestic titanium white producer, with a current capacity of 550,000 tons/year, focusing on rutile titanium dioxide, with a high proportion of exports. Overseas channels cover Eurasia, the Middle East, and other regions, while simultaneously laying out the new energy materials track.

3. Anada

Current titanium dioxide capacity is 150,000 tons/year. Products focus on the coatings and plastics fields, continuously expanding the overseas sales market, and foreign trade business maintains stable growth.

4. Jinpu Titanium Industry

Titanium dioxide capacity is 160,000 tons/year, mainly producing sulfate-process rutile products, balancing both domestic sales and overseas exports.

5. Shandong Dawn Titanium Industry

Production capacity ranks among the forefront of the industry. It is one of the price undertaking enterprises recognized by the Eurasian Economic Commission, with a solid foundation for export business to Russia and Central Asian markets.

6. Vanadium Titanium Shares (Pangang Titanium Industry)

Relying on the resource advantages of Panxi vanadium and titanium, it has a titanium dioxide capacity of 220,000 tons/year, with outstanding advantages in raw material self-sufficiency.

In addition, there are other large-scale producers in China such as Lubei Chemical, Tianyuan Shares, Ningbo Xinfu, Kcai Technology, and Gansu Dongfang Titanium Industry.

Overall, the total effective domestic titanium white capacity is close to 4.8 million tons, and the total annual export volume remains around 1.8 million tons; coating-grade rutile titanium dioxide is the main export force and is also the product category involved in this Eurasian Economic Union review.

Industry experts suggest that domestic export enterprises should actively participate in this review investigation, prepare questionnaires and response materials in a timely manner, and seize opportunities for hearings and defenses; at the same time, they should continue to promote the diversified layout of export markets to reduce operational risks brought by trade barriers in a single region.
