On July 14, 2026, U.S. Customs and Border Protection (CBP) officially issued a letter, removing Hesheng Silicon Industry (Jiaxing) Co., Ltd. from the enforcement list related to forced labor in Xinjiang. The decision is effective from July 14, marking it as the first silicon-based material enterprise in China to complete removal from this list.

Spanning Five Years: The Withhold Release Order Once Impacted the Silicon-Based Industry Chain

Tracing back to June 24, 2021, the U.S. CBP issued a Withhold Release Order (WRO) to Hesheng Silicon Industry on the so-called grounds of Xinjiang involvement. It enforced the detention of imports of photovoltaic raw materials and various silicon-based products produced by the enterprise, as well as downstream derivative products processed using the enterprise's raw materials. Subsequently, this WRO was incorporated into the enforcement framework of the U.S. "Uyghur Forced Labor Prevention Act".

This trade restriction not only directly hindered the enterprise's export of relevant products to the U.S., but also, through the transmission effect along the industry chain, caused disruptions to the supply of raw materials for the domestic downstream photovoltaic industry chain, bringing supply chain uncertainty to silicon material and photovoltaic upstream and downstream enterprises.

Restrictions Fully Revoked: Trade Channels to the U.S. Restored and Unimpeded

On July 14, 2026, the U.S. CBP officially issued a letter to revoke the Withhold Release Order against Hesheng Silicon Industry (Jiaxing), and the associated import restriction measures under the "Uyghur Forced Labor Prevention Act" were simultaneously lifted.

At this point, the shackles of extraterritorial trade control lasting for five years are declared lifted. The enterprise's overseas trade channels facing the U.S. market have achieved a complete restoration, sending a positive signal for the stability of the silicon-based new materials and the photovoltaic upstream and downstream supply chains.
