Target of 900 billion yuan! Fujian unveils action plan for new materials during the 15th Five-Year Plan

Recently, the Fujian Provincial Department of Industry and Information Technology and four other departments jointly issued the "Fujian Province '15th Five-Year Plan' Action Plan for High-Quality Development of New Material Industrial Clusters," clarifying that by 2030, the scale of the province's new material industrial clusters will strive to exceed 900 billion yuan; cultivate more than 15 new material enterprises with an output value exceeding 10 billion yuan, reach 100 provincial-level industrial leading enterprises, and build several billion-level characteristic new material industrial clusters with international influence.

The plan delineates the path for industrial development, focusing on strengthening advanced chemical materials, subdividing eight development directions, and building a coordinated development pattern for coastal and mountainous areas by combining local industrial park carriers and the foundation of leading enterprises.

According to the plan, during the "15th Five-Year Plan" period, Fujian's new material industry will coordinate the promotion of quality improvement and upgrading of three major advanced basic materials, and the optimization and strengthening of three key strategic materials, while prospectively laying out frontier new materials such as carbon nanomaterials, additive manufacturing materials, and quantum information materials.

Simultaneously, it will promote the high-end, green, and safe transformation of basic raw materials such as petrochemicals, steel, non-ferrous metals, and building materials, and break through a batch of key common industrial technologies. Among them, advanced chemical materials, as the core growth engine, are positioned to build a national-leading innovation highland for new chemical materials, continuously improving the self-sufficiency rate of high-end materials.

Relying on the industrial foundation of various regions and the carrying capacity of chemical parks, Fujian has delineated key layout areas and main product directions for the eight advanced new chemical material tracks. Existing leading enterprises in the industrial chain will become the main force for industrial implementation.

High-end Polyolefins: Coordinated Development of Quanzhou, Zhangzhou, Fuzhou, and Putian

Relying on the "two bases and one special zone" petrochemical platform, the focus is on developing metallocene polyethylene, polyolefin elastomers, and ultra-high molecular weight polyethylene; prospectively laying out frontier products such as high-end EVA, alpha-olefins, and ethylene-vinyl alcohol copolymers. Leading enterprises like Gulei Petrochemical and Zhongjing Petrochemical will continue to extend the polyolefin industrial chain, attract downstream high-end product enterprises to gather, and fill the supply gap of high-end polyolefins.

Specialty Engineering Plastics: Creating Industry Pivots in Zhangzhou, Fuzhou, and Putian

Focusing on the needs of the province's advanced equipment and textile and apparel industries, vigorously develop polycarbonate, specialty polyamides, and PCT; lay out high-end products such as polyimide and polyaryletherketone. Enterprises like Shen Yuan New Materials and Zhonglun Plastics continue to increase investment in high-performance polyamide materials, boosting the localization process of specialty engineering plastics.

Polyurethane Materials: Perfecting the Entire Industrial Chain in Fuzhou, Zhangzhou, and Quanzhou

Focus on promoting the MDI expansion project of Wanhua Chemical Fujian Industrial Park, developing MDI, TDI, specialty isocyanates, and polyether polyols; laying out bio-based polyethers and aniline, and tackling new non-phosgene MDI/TDI processes. By introducing downstream supporting enterprises for polyurethane, the complete chain from upstream monomers to terminal products will be connected.

Fluorosilicone Materials: Building Mountainous Characteristic Clusters in Nanping, Sanming, and Longyan

With Shaowu Jintang Industrial Park, Qingliu Fluorine New Materials Industrial Park, and Shanghang Jiaoyang New Materials Industrial Park as core carriers, gather fluorine chemical leaders such as 3F, Capchem, Yongjing Technology, and Yongtai High-tech. Focus on developing PTFE, lithium hexafluorophosphate, bis(fluorosulfonyl)imide, silicon-carbon anodes, and high-purity spherical silica powder; accelerate the layout of semiconductor-grade hydrofluoroether coolants, perfluorinated series vinyl ethers, and electronic-grade chlorosilanes to precisely match the lithium battery new energy and semiconductor industrial chains.

High-performance Rubber and Thermoplastic Elastomers: Coordinated Promotion in Zhangzhou, Nanping, and Quanzhou

Focus on developing styrenic thermoplastic elastomers, acrylic emulsions, nickel-based cis-polybutadiene rubber, and perfluoroether rubber; prospectively lay out high-end varieties such as solution-polymerized styrene-butadiene rubber, ethylene-propylene-diene monomer rubber, and hydrogenated nitrile rubber, empowering the tire, sealing products, and new energy equipment industries.

Functional Film Materials: Forming Core Clusters in Fuzhou, Xiamen, Quanzhou, and Ningde

Facing new energy, new displays, energy conservation and environmental protection, and medical fields, focus on battery separators, photovoltaic polyester base films, photovoltaic encapsulation films, and water treatment membranes; concentrate on tackling "choke point" technologies such as formaldehyde-free crosslinking of PVA optical films and modification of hemodialysis membranes. Film material leaders like Xiamen Changsu and Zhonglun Plastics continue to expand production and lay out new-generation film materials such as bio-based biodegradable films and carbon dioxide capture membranes.

Fine Electronic Chemicals: Key Cultivation in Quanzhou, Longyan, Sanming, and Nanping

Focus on photoresists and supporting materials, fluorine-containing electronic specialty gases, and semiconductor wet electronic chemicals; lay out nitrogen trifluoride, tungsten hexafluoride, hexafluorobutadiene, and ultra-high purity fluorine-nitrogen mixtures. Relying on the foundation of the fluorine chemical industry in the parks, promote the supporting linkage of electronic chemicals with the province's integrated circuit industry.

Other Chemical New Materials: Multi-point Layout of Emerging Material Tracks

Promote the industrialization of high-end epoxy resins and polycaprolactone, accelerate the large-scale application of aerogels in new energy and building energy conservation, tackle the synthesis technology of metal-organic framework materials, and enrich the new material product matrix.

The plan proposes implementing nine key tasks around the entire new material industrial chain and continuously optimizing the coordination mechanism between coastal port-side chemical parks and mountainous characteristic new material parks. On one hand, support existing leading enterprises in implementing technical transformation, capacity expansion, and chain extension/supplementation; on the other hand, carry out precise investment attraction around the eight subdivided tracks, introduce projects in missing links of the industrial chain, and cultivate a batch of innovative "specialized, refined, distinctive, and innovative" (SRDI) enterprises.

In the next step, Fujian will strengthen key technology research, innovation platform construction, and supply-demand docking demonstration applications, promote the deep coupling of the new material industry with advantageous industries such as new energy, integrated circuits, high-end equipment, and modern textiles, and accelerate the leap from a major raw material province to a strong new material industry province.
