New national standard for onshore oil and gas methane emission monitoring released! Fill the gap!
The State Administration for Market Regulation (Standardization Administration of China) recently approved and issued the national standard Technical Guidelines for Methane Emission Monitoring in Onshore Oil and Gas Industry, which establishes unified technical specifications for methane monitoring, accounting and control in China's onshore oil and gas sector, and facilitates the green and low-carbon transformation of the oil and gas industry.
Outstanding pain points in oil and gas methane control, urgent need for unified standards in the industry
Methane is the second-largest greenhouse gas after carbon dioxide, and methane emission control is an important part of global climate governance. China's onshore oil and gas production stations are widely distributed and have complex and diverse emission source types. Previously, the industry has long faced practical problems such as inconsistent monitoring methods and imperfect emission traceability systems, which restrict the accurate accounting and scientific control of methane emissions. The industry urgently needs a complete set of national standards to provide guidance.
Build a full-chain traceable monitoring system to fill the gap in domestic standards
The newly released national standard builds for the first time an integrated methane emission monitoring technical system covering the entire oil and gas production chain and enabling traceability. The standard makes systematic specifications on core links such as monitoring level division, monitoring method selection, monitoring equipment selection and calibration, and data quality control, filling the gap in the methane emission monitoring standard system in China's onshore oil and gas sector.
This standard not only provides a unified technical basis for domestic oil and gas enterprises to carry out methane emission control work, but also exports China's practical experience, and can also provide important technical reference for the global oil and gas industry's methane emission reduction. It has important strategic value for balancing national energy security and the green and low-carbon transformation of the oil and gas industry.
Central enterprises take the lead in verification and implementation to support the "15th Five-Year Plan" greenhouse gas emission reduction
This standard has completed preliminary practical verification, and several central enterprises including China National Petroleum Corporation, China Petroleum & Chemical Corporation, and China Oil & Gas Pipeline Network Corporation have carried out pilot applications. After the official implementation of the standard, it will strongly support the oil and gas industry in fulfilling the national independent contribution goals, lay a solid technical foundation for the promotion of greenhouse gas emission reduction tasks during the "15th Five-Year Plan" period, and promote the standardization, quantifiability and traceability of emission reduction work in the oil and gas industry.
