On August 31st, Song Shijie, Party Secretary and Chairman of Xinjiang Xinye Group, went to the Jundong 2 billion cubic meters/year coal-to-natural gas project site to inspect the project construction progress.

Song Shijie went deep into the project construction site, inspected the overall progress of the project construction on the spot, listened to the work reports from the project command department on construction organization, design advancement, peripheral supporting facilities, equipment procurement, safety management and control, and organized an on-site promotion meeting to make arrangements for key work such as construction progress, project quality and construction safety.

Listed as the group's "Top Priority Project", the project has entered the construction critical period

Song Shijie stated that the Jundong 2 billion cubic meters/year coal-to-natural gas project, located in the national coal-to-oil and gas strategic base, is a key under-construction project of Xinye Group and the "Top Priority Project", which has major strategic value for strengthening the national energy security barrier and realizing clean and efficient coal utilization. At present, the project has fully entered the construction critical phase.

All construction participating units and the project special work team must fully fulfill their main responsibilities, keep a close eye on the established construction goals, seize the golden construction window period, deploy all work in advance and advance construction nodes, concentrate efforts to speed up project construction, and ensure the project is completed and put into operation smoothly as scheduled.

Five work requirements to coordinate the connection between construction, safety and commissioning

Song Shijie put forward five clear requirements for the next phase of the project:

First, scientifically coordinate construction organization. Refine and improve the three-level construction schedule plan, match and connect the node goals, operating personnel and material support, ensure efficient connection of all processes, and implement the principle of "better people waiting for work than work waiting for people".

Second, strengthen the control from the design source. Speed up the output of detailed design, allocate sufficient design resources, strictly review the drawings, and give priority to meeting the on-site construction drawing needs; optimize the scheme design based on actual production and operation experience to avoid subsequent operational risks.

Third, promote process innovation and upgrading. Broaden horizons, introduce new processes and technologies, improve the automation and intelligence level of the device, and achieve project quality and efficiency improvement through intelligent construction.

Fourth, safeguard the red line of safety and quality. Implement the on-site management system for the project department and construction personnel, fulfill the on-site supervision responsibilities, improve the quality management system, and achieve dual control of project quality and safe production.

Fifth, make early connection for commissioning and operation. Make advance plans for all preparatory work for the transition from the construction period to the production and operation period, do a good job in personnel reserve and pre-job training, and strive to achieve commissioning immediately upon completion and efficient operation immediately upon commissioning.
