ECHA HAS PUBLISHED DATA SUBMISSION MANUAL 4: HOW TO SUBMIT VALID DOSSIERS TO THE AGENCY AND UPDATED DATA SUBMISSION FORM

Further to information published last week (ECHA/PR/08/14) ECHA has now published the document "Data Submission Manual 4: How to submit a valid dossier to ECHA and complete the dossier header". The manual is for companies who are submitting dossiers according to the Temporary Submission Procedures as explained in the REACH-IT section of the ECHA website. It was drafted in response to problems experienced during the processing of PPORD, registration and inquiry dossiers, due to incorrect information (e.g. missing submission form or inconsistent dossier identification). The new manual provides additional advice for companies to ensure that ECHA can accept PPORD, Inquiry and Registration dossiers for further processing.


In addition, the Press release issued on 9 June 2008 (ECHA/PR/08/12) highlighted that there may be substances that were lawfully on the market before 1 June 2008 but which do not qualify for phase-in status under REACH. ECHA invited companies manufacturing or importing these substances (on their own, in preparations or in articles in a quantity above 1 tonne/year) to contact the Agency by making a company sign-up, followed by an inquiry. Following this, ECHA has now updated the Data Submission form and related guidance to allow the identification of inquiries which fall under this category.


Furthermore, some changes have been made to the registration section of the Data Submission form to enable companies to specify registration tonnages of substances which are also manufactured as isolated intermediates.
