Further to the Press release issued on 18 June 2008 (ECHA/PR/08/14) ECHA has now published the document “Data Submission Manual 5: How to Complete a Technical Dossier for Registrations and PPORD Notifications”. The manual provides recommendations on how to prepare a complete technical dossier for registrations and PPORD notifications to be submitted according to the
Temporary Submission Procedures as explained in the REACH-IT section of the ECHA website. By using this new manual companies can have more certainty that their dossiers pass the completeness check at the first submission.

The following paragraphs provide further details on the number of dossiers which have been checked for completeness according to Article 20 of the Regulation (EC) No 1907/2006 (The REACH Regulation):

PPORD dossiers

At the date of this News Alert, 100 communications related to the completeness of the PPORD notifications have been sent. In about two third of the cases further information was requested. The remaining dossiers passed the technical completeness check at the first submission.

Registration dossiers

ECHA has performed the completeness check for 15 registration dossiers, 13 of which were registrations for isolated intermediates. The remaining two were regular registration dossiers. The completeness check of the two regular registration dossiers resulted in requests for further information. For the 13 isolated intermediates: three of the dossiers passed the completeness check at
first submission and the remaining 10 resulted in requests for further information.
