DRAFT GUIDANCE FOR ANNEX V AND ON WASTE PUBLISHED

The European Commission has finalised and published draft guidance for Annex V and on Waste and Recovered Substances. The two documents have been handed over to ECHA for further development in co-operation with Member States and stakeholders.

The Commission services have prepared a draft guidance document on the interpretation of Annex V of the REACH Regulation and clarified the REACH obligations regarding waste and recovered substances. The draft guidance documents are available on the website of the Commission.

The document “Waste and Recovered Substances” has been published together with an explanation of concerns expressed by Member States and stakeholders at the REACH Competent Authority meeting on 25-26 September 2008.

The two draft guidance documents have been handed over to the European Chemicals Agency for further development in cooperation with Member States and relevant stakeholders with a view to their subsequent integration into the relevant guidance documents. A consultation procedure will be launched in due course according to the “Consultation procedure on Guidance”. In the meantime stakeholders can submit comments via the Feedback on Guidance form.
