China: Blast-hit Dalian Xin'gang oil port resumes full operations

The blast-hit Dalian Xin'gang oil port in Dalian City, Northeast China's Liaoning Province, resumed full operations on Jul 29, nearly two weeks after a pipeline blast and oil spill in the area.


One 300,000DWT crude jetty that had been closed since the accident has resumed normal late Jul 28, a port source told C1. An oil tanker "Yuanshanhu" carrying 260,000mt of Middle East-originated crude started to unload the cargo at the crude jetty at night of Jul 28. Dalian Wepec is the cargo receiver. The oil tanker had been moored near the Xin'gang port for 10 days before being unloaded.


Another oil tanker "Leonidas" is expected to reach the Xin'gang port in early August, with Chinaoil as the receiver.


In addition, a newly-built 300,000DWT crude jetty (able to cater for 450,000DWT tanker) in the port is expected to come into commission this August. Presently, Dalian Xin'gang oil port has one 300,000DWT crude jetty (able to cater for 200,000DWT tanker), one 100,000DWT crude jetty and one 50,000DWT jetty able to cater for 80,000DWT tanker in service.


Dalian Wepec ran at a rate of 90% with crude runs at 160,000/mt on Jul 28, a refinery source said, adding the refinery would recover to normal operation within this week.


With port operations recovering, the marine bunkering business at the port will also come back to normal on Jul 30 after a 13 -day suspension, according to a bunker supplier in Dalian.


Dalian Xin'gang port, one of China's main oil ports, was sealed on Jul 19 after a crude pipeline explosion triggered a major offshore oil spill. The explosions and fire occurred at two crude oil pipelines owned by PetroChina in Xin’gang area around 6.00 p.m. on Jul 16.
