SunSirs: The Third Sunset Review of Brazil's Anti-dumping Measures on Small Passenger Car Tires from China

On July 25th, the Brazilian Ministry of Economy issued a filing announcement, announcing the initiation of the third sunset review investigation of anti-dumping on small passenger car tire products imported from China (the "investigated products").
The products under investigation this time are 13 inch and 14 inch tires from the 65 and 70 series originating in China, with models 165, 175, and 185, used for radial passenger cars. The NCM tax number involved is 4,011.10.00. (The customs tariff is for reference only, and the scope of the investigated products is subject to written description.)
The dumping investigation period of this case is from January to December 2023, and the injury investigation period is from January 2019 to December 2023.
The applicant in this case is Associa çã o Nacional da Ind ú stria de Pneum á ticos. The applicant accuses the Chinese tire industry of being a non market economy industry and advocates using the domestic sales price of $10.22/kg of Argentine tire companies (Pirelli Neum á ticos S.A.I.C. and Bridgestone Argentina S.A.) as a substitute for the normal value of Chinese companies.
The applicant adopts the export price of 2.47 USD/kg from Chinese exporters to Brazil during the investigation period as the export price. The alleged dumping margin is 7.74 USD/kg (volume margin) and 313% (price margin).
For this sunset review investigation, the investigating authority will continue to use the sampling survey method, and it is expected that the list of sampled enterprises will be released next week.
