Protective Equipment Expired and Missing: A Hazardous Goods Transport Vehicle in Guangdong Deemed a Major Safety Hazard
During the Spring Festival travel season, the inspection and guidance team of the Ministry of Transport went to Jiangmen and Zhanjiang in Guangdong to carry out major risk隐患排查整治 for transportation safety production. They inspected relevant industry management departments and 11 key enterprises, accumulatively identifying 48 problems and hidden dangers, including 2 major accident hazards.
During the inspection of Jiangmen Anda Transportation Co., Ltd., it was found that the company's dangerous goods transport vehicle Yue J67919 had multiple safety protection issues: the certificate for the particulate respirator equipped on the vehicle had expired, and it had not been equipped with chemical safety goggles, rubber gloves, and corresponding emergency items matching the highly toxic cyanide chemicals being transported, as required. According to Article 6, Clause 3 of the "Criteria for Determining Major Accident Hazards in the Safety Production of Road Transport Enterprises and Urban Passenger Transport Enterprises (Trial)", the above issues were determined to be major accident hazards.
The inspection and guidance team experts pointed out that the enterprise turned a blind eye to long-standing major hazards, exposing problems such as inadequate implementation of the main responsibility for safety production and superficial efforts in hazard排查整治. The expert group required that the enterprise immediately suspend the use of vehicle Yue J67919, equip it with valid gas masks, protective equipment suitable for cyanide, and emergency supplies as required, and resolutely prevent "operating with defects"; at the same time, conduct a comprehensive self-inspection and self-correction, focusing on verifying the validity and applicability of protective equipment, establish a "one vehicle, one file" equipment management list, and effectively plug safety management loopholes.
